Finally fixed the stuck mailbox latch at 311

Went over with a can of WD-40 and a flathead screwdriver this morning. Thirty years of rain and one stubborn spring, and it opens smooth now. Nobody saw me do it, which is exactly how I like repairs. The dog watched from the window the whole time, didn't bark once.
